12日、シリアの武装組織「シリア解放」連合（別名「シャーム解放組織」）の指導者アブ・ムハンマド・ジュラーニは、声明の中で国際機関との協力を行い、化学兵器の保管場所の安全を確保すると述べました。また、アサド政権時代の治安部隊を解散すると述べました。ジュラーニはまた、技術主導の政府を設立し、現在の移行政府が2025年3月まで統治すると述べました。
